55. If any person belonging to the army shall take up his abode in your district, without having a pass from Government, he shall be seized, and information thereof shall be sent to the Huzzoor, from whence whatever order is issued in the matter shall be obeyed. Merchants and people of the country are not to be stopped because they have not passes; but public servants, and other persons are not to be suffered to go without one: the observance of this rule is to be enforced at every village.
